The EEE-P project in Albania, as a joint action of the World Bank (WB), the Council of Europe Development Bank (CEB) and the European Investment Bank (EIB), aimed to improve the quality of learning conditions for students, increase enrolment in general secondary education, and improve governance in the higher education sector. In parallel, CEB was supporting the rehabilitation and upgrade of schools in the Tirana Municipality.
One of the priorities was to address more efficient (re)allocation and investment in physical infrastructure and human resources. To support these efforts, WBIF has dedicated technical assistance for planning and implementing infrastructure developments in the education sector - the so-called “School Map”.
The purpose of the School Map was to indicate the location of schools given: (i) the regulatory standards and requirements of the education system (ii) the demographic profile of the Albanian population and population forecast, and (iii) the actual location of the schools currently in operation. This exercise included the review and update of the previously developed School Map for Tirana (implemented during the Tirana School Rehabilitation - 1st Phase) and, later on, the extension of the School Map to cover the remaining Albanian territory.

The GIS application allowed the visualisation of statistical data into different map scenarios that can be used to inform policy decisions. By using the GIS application, the Ministry of Education management authorities can quickly turn data into information to accelerate and foster decision-making. The SIMS complements the GIS tool - the system's functionalities and characteristics are designed to provide key scenarios for different administrative levels.
