The road between Scepan Polje and Pluzine is the main road connecting Montenegro and Bosnia and Herzegovina. Together with Bosnia and Herzegovina’s section from Foca (Brod na Drini) to Hum, this would be the shortest connecting line between the two capitals: Sarajevo and Podgorica. It would also be the shortest line from Albania via Montenegro and BiH to Central Europe via Corridor Vc.
This WBIF technical assistance grant has financed the identification and preparation of the Feasibility Study Phase 1 for the road upgrade between Scepan Polje, on the border with BiH, and Pluzine.
In Phase 1 of the Feasibility Study, a Technical Study and Conceptual Design of the route alignment for the central section were made. The Technical Study represented the engineers’ view on spatial planning considerations. Several alternative alignments were compared. A comparative evaluation of these alternative alignments was carried out in order to recommend a preferred alignment. The Conceptual Design for the preferred alignment was adopted based on a Multi-Criteria Decision Analysis.
The main benefits of the road upgrade refer to reduced vehicle operating costs, a better environment in adjacent urban areas, reduced travel time and distance for people and goods, an increase in the employment rate in the country, and an improvement in the local economy competitiveness within the road gravity area.
