The 1990s conflicts in the former Yugoslavia led to the displacement of more than one million people within the borders of nowadays Bosnia and Herzegovina. In the aftermath of conflicts, it was necessary to provide internally displaced persons (IDPs) and other vulnerable residents of collective centres (CC) and alternative accommodation (AA) with specialised housing solutions - in particular, social housing and, as needed, institutionalised care tailored to their particular vulnerabilities.
Providing these housing solutions includes the rehabilitation and conversion of existing buildings or construction of buildings for social housing apartments, expansion of capacities and renovation of special institutions, and other assisted living facilities for persons with specific needs and vulnerabilities. In total, the planned works foresee some 2,600 Housing units (HUs) for around 7.200 individuals in 82 buildings/objects in Brcko District, Federation of BiH and Republika Srpska. Two types of housing units will be provided: 2,436 units for non-profit social housing, and 181 units for assisted living in institutions.
The purpose of technical assistance, provided through WBIF, is to enhance the BiH Ministry of Human Rights and Refugees’ (MHRR) capacity and support the Ministry’s responsibilities in overall implementation, management and coordination of works. Technical assistance entails support in the beneficiary identification and verification, implementation of the social housing system and final beneficiary socio-economic inclusion.
