Kosovo, Development of Financial Models for KEEF for Investments in Energy Efficiency Measures for Residential Buildings and SME: Gap Analysis/Roadmap

The residential sector is the main consumer of energy in Kosovo*, followed by transport, industry, services and agriculture. The household consumption of energy in Kosovo has increased by 25.72% from 2016 to 2020. Currently, Kosovo Energy Efficiency Fund (KEEF) does not have a mechanism in place for supporting these sectors. Hence, there is a need to develop new financial models for implementing energy efficiency measures through the following steps:

• Gap analysis/Roadmap (analysis of existing situation, definition of objectives, identification of gaps and planning of related work streams);
• Identification and Cost-benefit analysis of alternative delivery models/financial products and related institutional set-up;
• Development of financial models for the selected delivery mechanism(s).

Technical assistance, provided through WBIF, will cover the activities foreseen as the first step of the intervention. The gap analysis and a roadmap will define in detail the next steps of intervention. This will prepare the ground for the development of new financial products under the KEEF umbrella that can support appropriate thermal refurbishment and renovation of residential and SME buildings.
