Part of Montenegro’s highway network, running for about 170 km, lies on Route 4 of the core road network defined by the South East Europe Transport Observatory (SEETO). After several attempts to build a motorway between Bar and Boljare at the Serbian border, through a 30-year public-private partnership (PPP) concession contract, the Government of Montenegro has decided to reconsider all technical options to improve the route. The aim was to identify an economically and financially feasible plan to bring the route to appropriate European standards.
WBIF has provided a technical assistance grant for the preparation of a route investment plan, technical options and an environmental and social impact assessment for all 170 km, divided into five subsections: Bar (Đurmani) - Virpazar, 12 km; Virpazar - Smokovac, 38 km; Smokovac - Matesevo, 44 km; Matesevo - Berane, 34 km; and Berane - Boljare, 41.3 km.
