The 1990s conflicts in the former Yugoslavia have led to the displacement of more than one million people within the borders of nowadays Bosnia and Herzegovina. In the aftermath of conflicts, it was necessary to provide internally displaced persons (IDPs) and other vulnerable residents of collective centres (CC) and alternative accommodation (AA) with specialised housing solutions - in particular, social housing and, as needed, institutionalised care tailored to their particular vulnerabilities.
Housing solutions have included the rehabilitation and conversion of existing buildings or construction of buildings for social housing apartments, expansion of capacities, and renovation of special institutions and other assisted living facilities for persons with specific needs and vulnerabilities. In total, the planned works have foreseen some 2,600 housing units (HUs) for around 7,200 individuals in 82 buildings/objects to be refurbished, reconstructed, or constructed in Brcko District, Federation of BiH and Republika Srpska. Two types of housing units will be provided: 2,436 units for non-profit social housing, and 181 units for assisted living in institutions.
WBIF has provided a grant to support the Ministry for Human Rights and Refugees and the designated Project Implementation Unit (PIU) in beneficiary identification and selection, assist in their integration into the local social care systems, and help in the overall implementation of activities.
